Apple worked hard to kill Flash, and for the most part, I think it has mostly been an improvement not having to worry about it.
Much of what Flash did has been incorporated into OS and browser basic functionality.
That’s why the Flash Player has been deprecated for years.
Similar to what happened to WinZip I suppose.
My first programming language was Actionscript.
While I now use a Mac, I will never forgive Steve Jobs for killing Flash.

It is dumb that the click through license when you first install or boot Windows is considered perpetual permission. Nobody reads that thing (which requires following hyperlinks on another computer, IIRC).

Steve Jobs put Mac on x86 – that was awful. But mostly, I am annoyed with him for killing HyperCard.
Do not ever speak of HyperCard to me. I loved it. I was making stuff in HyperCard as a little kid, I even experimented with MacinTalk within HyperCard.

The one good legacy is that when I first learned how to do web design, I realized it was just HyperCard with more code.

I guess if you want to beat on MicroSoft, they recalled Recall, but will bring it back to Windows in a month or two.
(Recall is a feature that takes constant screenshots of your computer and parses the data out of them so that, if you screw up, you can find out what you were doing 10 minutes ago, or yesterday. Also, “feature” is a synonym for “bug”.)

Have you tried opening a pdf in Firefox, Google Chrome or Microsoft Edge? I don’t know if one of them would allow that since I haven’t tried it, but you can open a pdf in all three browsers and try it out. Your right-click “Open with” menu should offer one or more of those choices, depending what browser(s) you have installed.
I just opened a browser window in FireFox and dragged a random pdf onto it. Up near the title bar, there is a toolbar with several thingies, and one of them allow you to draw on the pdf. I put a caricature on my signature near the bottom of the page and did a “save as…” When I did a quick preview of the copy, it was as I saved it. So, yeah, you can at least do it in FireFox.

Very good! I open pdfs in a browser by right-clicking the pdf icon, selecting the “open with” menu choice, and clicking on either Firefox, Chrome, or Edge – all three are available in my Windows setup and all three work.
ETA: Just tried the drag into a Firefox window and it worked for me.
