The OP is making the assumption that one particular recurring sockpuppet is the source of all the posts bearing that emoticon and is wishing to establish a rule whereby we ban anyone who uses it on the basis of “probable cause.” The meaning and use of that emoticon are irrelevant to the discussion. ---
