Shouldn’t they be able to change to any government without revolution? They have the Great Pyramids! ---

Sadly, Egypt upgraded to Civ 5, where the Pyramids now provide a boost to worker construction speed. ---

You’re thinking of Brazil and Cristo Redentor. Egypt can change to any government they want, whether they’ve discovered it or not. But they still have to go through the revolution. ---

Well, now that they upgraded to V, there’s no revolution at all. This is all an argument over where to spend the culture points. Hosni Mubarak wants it spend on the Order tree; the people want it spent on the Liberty tree. ---
