Is anyone else surprised that he didn’t arrange (or have his assistant arrange) some sort of VIP tour?

Then I wouldn’t agree that a tourist would automatically realize that the tour didn’t land on Liberty Island just from that phrase. You “see NY from the water” if you take a tour that goes to the island as well.
