I thought he tried to save her, but she was already dead, or he couldn’t get to her. That seems more believable. I mean, that someone would be in an accident where someone else died and you’d get worried and think maybe you can cover this up and I should call my handlers. That seems more likely than “Hmm, should I help this drowning woman or go see if I can find a Burger King?” ---

He had no way of knowing whether she was alive or not down there.
