I don’t recall the exact wording, but it means “protected left on flashing green”. It is actually a very good idea but no one outside of Quebec has adopted. It means any ordinary traffic light can be converted to one with a protected left turn while not needing a left arrow. Tourists will not understand the sign and will not react to the flashing green.
