Not sure what the legislative history is, but section (c) Definitions says:

> [@](#):
>
> For purposes of subsection (a) of this section:
> (1) The term “human organ” means the human (including fetal)
> kidney, liver, heart, lung, pancreas, bone marrow, cornea, eye,
> bone, and skin or any subpart thereof and any other human organ
> (or any subpart thereof, including that derived from a fetus)
> specified by the Secretary of Health and Human Services by
> regulation.

So bone marrow is explicitly mentioned in the law.

If you’re trying to suggest that one eye will not function if the other is removed, then a number of pirates want to have a word with you.

I’d think the insurance company would leave the actual procuring of organs to the hospitals, and the only question is whether it would cover any additional cost that such procurment might engender.

It’s pretty much a given that hospitals will procure the organs, no matter who “owns” them or what will be done with them.
