I just don’t get the purpose of the adware either. Is it effective? Does anyone actually buy something from a popup? Why do these companies go to the effort and expense of marketing this way?

Because there really isn’t much effort and expense involved. Code is cheap. No bricks and morter just a few hours assembling the billboard and code. You can hire just about any teenage computer geek to set you up, pay a host site a percentage, and then push your advertisement out to hundreds of thousands, maybe millions of computers. If one tenth of 1% is a buy you will most likely make your money.
