Watching the new X-Files reminded me of an episode I saw the promo for when I was a kid.

It aired between '97-'99.  
Had a boy on a bike with a dog running beside him.

Little to go on, I know.

Isn’t that the opening to\* Fight The Future\*, where the kid finds the black oil in the Texas town?

Maybe not. I’ve only seen it once and that was too many times.
