# Identify this line please

I remember hearing the following lines or something nearly like but I can’t remember where. I think it was from a sitcom and it went something like -  
German drunks during Oktoberfest  
American drunks during July 4th  
Irish drunks during … all the year round

Please help, it stuck in my mind and the origin is bugging me.
