Interesting. I’m going to guess some kind of fish farm. The circular things look like huge nets to me. I suspect each one has a zillion fish in it, and the people in the structure/boat/whatever haul them in with the long cables when they’re ready for market. That’s just a guess, and I’m looking at it in my phone. So, take my post with a big grain of salt. ETA: Yeah, I think that’s what it is.
