As an Indiana resident, I feel so discriminated against. 
Fight some ignorance, please. The OP describes the resolution as “legislation.” Is that an appropriate term to use for a resolution? I suppose an argument could be advanced that “legislation” is a generic term that is correctly applied to any piece of paper that a legislative body votes on; thus a resolution does count as legislation, but is that argument accepted widely?
