Right, and I’m not saying it would be gone forever. But it would be disrupted for a while, potentially badly.

It’s not that a country of 3 million people can’t organize into civilization. It’s that there’s a big conflict between the civilization that used to exist and the one that will exist afterward. And it might be a conflict that’s not resolved peacefully.

I think it’s very likely that governments would fall in the aftermath. The military survives because it’s huge and has a very well established chain of command. Probably some of the larger police departments and municipal governments survive.

There would be some amount of mass migration as most people who live in cities would abandon them for smaller cities and more rural areas that better fit their needs. Semi-best-case scenario is that the municipal government that they came from just sort of transfers over to a new location. The (relatively fewer) people who still live in the rural location probably won’t be too happy about that, but it might work itself out without major violence. But… maybe it won’t. Imagine that the government of NYC decided to annex Ithaca tomorrow. Probably wouldn’t go over super well.

Or maybe the military/national guard does a good job of imposing martial law and handling the transition until new elections can take place.
