No, it most likely means your hair has a natural tendency to curl. And sometimes that can happen to even the straightest of hair stubble. ---

**broomie** has it right, of course. Shaving is unnatural and having hairs ingrow after shaving is a very normal consequence. Nothing to do with the skill of the shaver.
