This raises the question of why old people would wish to leave mild California summers and winters to places with with 90 degree summers in Texas or 100 degree summers in Arizona. Not to mention there is no real use for a larger place once one is retired and presumably with the dependents grown up-it would merely require more physical exertion to maintain the property.
In some urban areas where black populations are decreasing such as San Francisco or Manhattan, the white population is increasing and both are due to gentrification trends (incidentally San Francisco gained white population from 2000-2010 while far more conservative Orange County lost white population).
Most of those cities listed are Central Valley cities highly dependent on the agricultural economy which often tends to be fluid.

Most people on welfare are not bums or parasitical but are unable to get a job due to age/disability/whatever, or unable to find a job or unable to maintain a decent standard of living even with a job. In addition studies have shown that since the American population is aging, immigrants are increasingly contributors to welfare programs especially since they use it much less compared to the native population.
You do realize California had a surplus budget this year under Governor Brown (who incidentally is a fiscally conservative Democrat despite some of his odd New Ager vibes) which it did not enjoy under the Governator?
You forget there is a recession going on in this country along with increasing income inequality and all that nice stuff. It is natural that the use of welfare programs should be common.
