Not as likely as a hung parliament would obviously. But I’ll stick with what I said above:

I think there’s a decent chance that we could see a move on this early in the next parliament - Blair is keen on his legacy and this could be it.

Considering that Blair is suffering a lot of hostility from within his own party, and considering that a PR system almost certainly would make sure there is never again a Labour-majority (or any-party-majority) Parliament, I can imagine the media dubbing such a referendum, not “Blair’s legacy,” but “Tony’s revenge.”
