It ain’t the money, it’s the principle of the thing.
My mom used to collect toll on the Golden Gate Bridge. If you just blew through, your picture would be taken and you’d get a bill in the mail. If you merely forgot cash or whatever, they’d hold up the lanes to the right and direct you to park at the toll office and you’d go in and pay (or I guess get an envelope or something).
