My own take on the OP’s question.

Your friend is engaging in what I call NEWS HEADLINES. While his statement contains facts, he obscured the truth.

Example headline: MAN GETS LIFE FOR STOLEN SLICE OF PIZZA  
Real story: Man stole slice, ran over 2 children with stolen car, shot 2 officers.
