# Insurance..terrorist coverage..act of war

The WTC was insured against destruction by terrorist attack. But most insurances do not cover an _act of war_. Did the Presidents declaration that the devastation was an Act of War nullify the billions of dollars that would normally be paid by the insurance companies to the owners?

I don’t think so. I believe that the ‘act of war’ clause must be from a declared war/police action. The insurance companies will pay. Luckily, the risk is fairly well spread out between companies.
