Going into the voting, a lot of the conventional wisdom was that the city had a very strong bid, and had a very good shot at winning the Games. But, when Chicago was eliminated in the first round, it became clear that the IOC was intent on having their first Games in South America, and that Rio was going to win it, no matter the relative strengths of the actual proposals. ---
