I don’t think that the Joint chiefs were in on this so muich as the Pentagon was. The Pentagon is the civilian control of the military. The Pentagon is headed by Rumsfeld, Wolfowitz et al. The Joint Chiefs had their objections. Remeber Gen. Shinseki?
