I thought the line was that Gordon knows but pretends he doesn’t, even to Batman. In numerous future timeline and what-if stories where Batman kills or otherwise crosses the line, Gordon shows up at stately Wayne Manor with the quickness.
Secret identities in comics aren’t really a thing anymore.
In DC the general public may not know who a particular hero really is, but more and more side characters are in the know all the time.
Over at Marvel it seems Daredevil and Spider-Man are the only two who go out of their way to conceal their identities. Although, Spidey did tell J. Jonah Jameson recently, causing JJJ to reevaluate his feelings on super heroes in general, and Spider-Man in particular.

In one story, Batman was about to tell Gordon who he was, but Gordon didn’t want to hear it. He told Batman that as a police detective and commissioner of the Gotham police department, with all of the resources of that department at his disposal, he could find out Batman’s identity any time he wanted. However, as soon as he did, he would become a liability to Batman, because if word got to the underworld that he knew Batman’s identity, any criminal could kidnap him and torture him to gain that secret.
*Let me get this straight. You think that your client, one of the wealthiest, most powerful men in the world, is secretly a vigilante who spends his nights beating criminals to a pulp with his bare hands…and your plan is to blackmail this person?
Well, good luck with that.*
Very few people have any use for Batman’s secret identity. The common people can’t use that information in any productive way. So they just don’t care.
Example, I don’t know the background or even the name of every member of the PotUS’s cabinet. Their work definitely affects me, but I don’t get to vote them in or out of office, so I don’t have a vested interest in Googling each one. Same with Batman.
One thing Batman does not know. His butler hires the villains to keep him active and they are great al falling just short. Shhh.,
