Let’s not lose focus. Bush favors a smear strategy because he has no record to run on. As readers of the SDMB surely know, his is the first administration since Herbert Hoover to preside over a net loss of jobs over his term. Meanwhile, of the 22 “most wanted terrorists” listed by the FBI in October 2001, only 3 have been captured or killed, despite rewards of up to $5 million. The rest remain at large. Furthermore, according to the 9/11 commission’s report released last Saturday[gaps appear to remain in the intelligence community’s understanding](http://www.reuters.com/newsArticle.jhtml?type=topNews&storyID=6036419) of terrorist financing. Ouch. Standard police investigative technique #1: follow the money. (#2: Question the relatives. 3#: Set clear goals and hold your lieutenants accountable for the results.) Now admittedly, Bush has a tough job. All the more reason why the nation’s CEO should be temperamentally capable of midcourse correction. President Franklin D. Roosevelt stressed the importance of experimentation. Bill Gates reinvents Microsoft’s medium term goals practically every other year. GWB’s motto, OTOH, is never apologize, never hold your underlings accountable (Tenet excepted), never engage the opposition –[distortion is better](http://www.washingtonpost.com/wp-dyn/articles/A26935-2004Aug23.html)–, keep your ideas simple [and your speech clipped](http://itre.cis.upenn.edu/~myl/languagelog/archives/001048.html), and always, always hide behind your press spokesmen whenever you can. I though that refusing to meet Cleland yesterday was an act of cowardice. He even went so far as to “release the hounds” on Cleland. Why not just go one step further by turning off the porch light and closing the curtains. What harm would have been done by simply accepting the letter?
