A large number of Vietnamese were “allowed” to enter the US? Well, they were “allowed” to enter because they had supported the US during its war against the Communists, and were in mortal danger once the Communists defeated South Vietnam. I submit that most of the Vietnamese who came to the US sacrificed more for the interests of the American government than the average American.
Your timing is a bit off. The mass exodus of Vietnamese occurred within a few months of the Communist victory in April 1975. After that, exit from Vietnam was extremely expensive and dangerous (many refugees died of hunger or thirst on boats, were raped, robbed, and killed by pirates, or languished in refugee camps for years.) The refugee flow has come in dribs and drabs since then.
I doubt Vietnamese new to this country would steal peoples’ pets from parks for food, for three reasons. First, dog is not a widely eaten food among Vietnamese. They eat some pretty weird stuff, but none of the many dozens of Vietnamese I know has ever expressed an interest in dog. Second, why would a person here without citizenship, who has just escaped from a police state where you can be jailed for making fun of Ho Chi Minh’s beard, commit an obvious act of theft in a public place? Third, why steal a dog when you can go to the local animal shelter and get one legitimately with few questions asked?
Ever notice that people only say “no offense” when they are about to say something they know is offensive?
