Looking at this from another angle; Here in Massachusetts, if you come across unclaimed valuables (i.e. you find a wallet lying in the street) I believe you are legally required to turn it over to the authorities (the police, probably) who must keep track of it for one year, after which its yours if no one appears claiming it and proving ownership.
If there is a similar requirement of that in PA there may be cause for prosecution.
