It is not only possible but I think an awful lot of laws show that, plus an amazing double standard as well.
Men who expose themselves will be arrested. Women who expose themselves usually will not.
You can still get in trouble for having obscenities on your bumper sticker, though, if this is ever tested in court, it will probably lose.
Most civilizations tend toward having some basics, laws against murder, rape, incest, theft, kidnapping, and even lying.
Do civilizations last longer with more or less stringent societal norms? It might be interesting if there were a way of measuring that through the years. Why do civilizations collapse? Any thoughts?

I agree if by “get in trouble” you mean “unduly attract the attention of a police officer who then pulls you over for no legally-defensible reason and looks for any excuse to give you a ticket.”
I don’t agree if you mean “get a ticket for the bumper sticker.” Sometimes people get charged with, ahem, elastic offenses like disturbing the peace for insulting and cursing at cops, even if they aren’t doing it in a disruptively loud voice or making any threats by word or deed. I really don’t think people get tickets directly for the “offense” of having obnoxious “Don’t like my driving? Call 1-800-EAT-SHIT” or “My kid beat up your honor student” on their car bumper.
Which brings me to an unrelated aside: if I were Autocratic Emperor™ for a day, people with “my kid beat up your honor student” bumper stickers would be locked for one hour in a room with someone who was repeatedly beaten up as a “nerd” in school who is now a multiple triathalon winner. A well-padded room, since I don’t intend it to be a death penalty offense. :^)
