This is the difference. Jails are run by a local or county governments. I mean, Parks and Rec is not a documentary, but it is true that local governments are generally not going to have the same level of professional expertise as larger governments. Everyone involved may be entirely well-meaning and talented, but you don’t have nearly as much specialization and you don’t have the budget. You don’t benefit from economies of scale.
I wanted to be sure I wasn’t giving out incorrect info, rather than just extrapolating my local provincial understanding, so I went googling, and it looks like I’m correct.
The only province which still has institutions with « jail » in the name are in Ontario. They date back to when municipalities were responsible for running local jails, but they’re now operated by the province as regional detention centres. The use of « jail » in the name doesn’t appear to have any particular significance; just historical accident.
Jails
Jails are older, generally smaller facilities originally established by local counties, townships or municipalities.
In my state we have jails. As far as I can tell none of them have the word jail in the name.
