Of course. Shaq was deliberately trying to insult a rival while Stewart was just making a joke. That still doesn’t make one racist and the other not (it does prove that pro atheletes are a bunch of giant children though).

Do you mean someone can be racist against asians but not Chinese?

What would be the difference anyway?
