Is the U.S. President a combatant?

Many countries have laws that apply outside their borders. Spitting on the sidewalk, I’m fairly certain isn’t one of them.

Other than parties that are signatures to a treaty, what county has laws that apply outside of their border?

Norway, for one, will gladly prosecute you for crimes against humanity if you are delivered to its soil, regardless of your country’s treaty status.

Norway will also attempt to require a foreign national, who has never entered their country, to pay child support if he fathers a child born to one of their citizens, even where the sex act took place in the US, the child was born here, the mother later moved back to Norway with the child, and there is no other existing child support order. Had a case like that, briefly. Tried to explain to the Norway child support office that any order they issued would be invalid in the U.S. because of a lack of personal jurisdiction, and the right thing to do would be to bring the action in this country pursuant to the international version of UIFSA.
