I would think if the country is big enough it would be broken down into smaller units for the sake of communication and coordination. E.g., Germany has 25 states, and Peru has 25 regions which are subdivided into 194 provinces. ---

We have debated about whether it actually exists or not a number of times and never come up with firm proof that it does. If it doesn’t (like I personally believe), you are going to need a rep logging in from one of the many corporations “based” there to account for it. ---
