Is There a Name for This Cheap Paving Technique?

When I was living in Carson City one of the two ways to the house was dirt for about two miles before it intersected with US-50. When 50 was repaved, the old asphalt was stripped by a big machine (I called it the Jawa machine) and the resulting debris was spread on our dirt road and oiled. It wasn’t as good as ‘real’ pavement but was a big improvement nevertheless.
