I always have maintained that its not only the politicians, but the people lack the will to make it happen. Everyone is on board with inconveniencing other people, but not themselves. Very few people want to do what it takes to limit their own convenience and consumption.
It does have a lot of uses. It does contain and, or and not. So can expand to a reasonably rich framework. Boolean algebra is one such result. It forms the basis of first order, and hence higher order logics. But in ordinary conversation, its inability to capture a lot of assumed context makes it rather less than useful.
