Another factor: The end of that date range is starting to run into the Great War, when many civilians were hired to inspect the railroads for sabotage. I have a great[sup]2[/sup]-grandfather, for instance, who was inspecting a tunnel, when a train came along and he wasn’t able to get out of the way. I suspect that he was far from the only such casualty.
