Do a google search for ‘labor board [state]’ and you’ll probably find the labor board, department of labor, or whatever they call it in a particular state. Generally it’s going to be something to do with “Wages and hours” if it’s a paycheck issue. They may or may not be able to help, but they’re generally accessible and are set up to talk to non-lawyers about an issue.
