I don’t think it makes sense for any country to acquire nukes (I think the US should disarm), but I also think it’s perfectly logical for certain governments, especially dictatorships, for the reasons outlined in the OP, in Velocity’s bump, and elsewhere. There’s basically no downside and lots of upsides.
