I had always understood that the Sanhedrin could not sacrifice for all the reasons above – no great temple, no altar, no clear notion where exactly the altar was all those years ago. Has something changed?

I seem to have been wrong about the Karaites. Anyway, the Samaritans (which apparently number fewer than 1000) do sacrifice on Mt. Gerazim. No problem with that from any Israeli or Palestinian authorities.
