Since kids are damn near everywhere, I suspect you really mean you want the whole country to always act in a child-safe way everywhere all the time except maybe with tiny exceptions in guaranteed adults-only environments.
What is “a manner appropriate around kids?” I mean, I’d agree that having sex in the food court is probably not appropriate behavior, but I’m not sure how to easily define where the line easily is. “They’re behaving in a way that is not actively disruptive, but might cause my kids to ask questions I am not clever enough answer easily” doesn’t seem like a useful criteria.
