You may be interested in the article in [this thread](https://boards.straightdope.com/t/our-dysfunctional-congress-neatly-summed-up/995172) that shows congress this year only passed 27 bills. While the article does not lay blame I think it is obvious which side of the aisle is more obstructionist.
