That is right by my daughter’s middle school, so we trick-or-treated there a few times (and got lost, both times). My son and I (as fans of the books/movies) thought all of the street names were awesome, but my wife thought it was some hippy BS.
Why the bear? Something to do with San Francisco? FWIW, Steven Colbert once listed bears as the top threat to his heterosexuality.
And I wouldn’t tar the entire state for the actions of a few idiot college students.

Ah. I remember delivering pizzas to houses on those streets.
Of course you got lost. Check out Goldberry Lane, Bobmadil Lane and Oakenshield Road (among others) on Google Earth. The front of the houses are facing pedestrian/bike paths. The streets run along the back of the houses, where the car ports or parking slabs are. Not only do you have to walk around a house to get to the front door, sometimes that’s where they have posted their street numbers.
My first pizza delivery in the area was to someone’s back door. They explained.
That’s my basic take. For a conservative counterexample of students doing stupid things - in the late eighties or early nineties one of UC Davis’s upcoming Young Republicans physically prevented the raising of the Whole Earth Festival flag using the erroneous claim that it was illeagal to fly any flag unless the US flag was flying above it.
It was a weekend. It wasn’t the University raising the flag, it was the volunteers running the festival and they didn’t have a US flag that could be raised. It’s been long enough that I don’t remember if the campus police were called, but eventually the volunteers just didn’t raise any flag and several people complained in different venues over the next few weeks that Mr. YR was wrong. Also that he was a self-important wanker.
I would be willing to stipulate that any number of the students involved with the current flag pontification are also self-important wankers.
