The crowd doesn’t have to “take over the government”. All they have to do is kill a bunch of legislators inside the building and they’ll have accomplished the goal their masters set for them.

Members of Congress were told to don gas masks after teargas was deployed inside the building. Outside the building hundreds of supporters barged through police lines and took over the steps of the Capitol. Video showed injured police officers and violent tussles as they stormed the building.

Your own cite discusses using it INSIDE the building which means they delayed dispersing the crowd outside. It’s pretty clear they waited to deal with it in a proper manner.
