Yes, that was my only time in Japan, which is partly why I asked the question upon seeing the article. It seemed that maybe times weren’t a’chaning all that much. I do have quite a lot of casual contact with Japanese tourists in San Francisco when I go over there. They seem mostly cautious. They still take a lot of pictures, though. 
I enjoyed my visits to Japan a lot, but it’s not on my list of places to go to after I retire. Too freakin’ clean, for one thing.
