Gore **was** the sitting VP when he lost in 2000. The question was wrong because he was not elected.

But Gore was never **President of the USA.** That automatically makes any qualifiers about his Vice-Presidency moot, for purposes of that particular Q&A. He was the sitting V.P. during the 2000 election.
