Yes the thought police.  
After years of racist and derogatory remarks about Megan, there’s no penalty for the Sun, and nothing to stop them continuing to breach the – entirely voluntary – code of basic editorial integrity, only the stipulation that they publish the ruling.

Those thought police are such big meenies. I bet they have their hands on their hips and everything.
