Apparently this woman is completely deluded as to her social or official status. In a 911 call the other day to complain about all the press descending on her home, she told the dispatcher:

> [@](#):
>
> “You know, I don’t know if by any chance, because I’m an honorary consul general, so I have inviolability, so they should not be able to cross my property. I don’t know if you want to get diplomatic protection involved as well,” she told the 9-1-1 dispatcher Monday.

[Link](http://www.oregonlive.com/today/index.ssf/2012/11/david_petraeus_sex_scandal_who.html). I wonder if she’s also an honorary Junior Park Ranger, with all the rights and honors accorded thereby. This gave me the best laugh I’ve had all week.

It’s funnier than Burn After Reading, actually, even though it’s not as dark.

Apparently [“honorary counsel”](http://en.wikipedia.org/wiki/Consul_%28representative%29#Honorary_consul) is an actual diplomatic position, and Jill Kelley really does hold the position for S. Korea (presumably obtained for her by one of her four-star boy toys). And there’s at least some argument that she might’ve been entitled to some diplomatic protection as such.

So whose goofy now!\*

\*still Jill Kelley, but in this particular case she isn’t quite as goofy as one might think.

I think the “inviolability” claim trumps whatever factual content the call may have contained. Inviolability?

> Honorary consuls are unique in that they are officials of both the sending state and the host state. Honorary consuls in the U.S. are confirmed by the State Department and issued a State Department Consular ID. **They are provided many of the immunities of standard consular position**. Most honorary consuls are appointed by the president of their sending state, rather than the minister of foreign relations as is the case with standard consuls. Effective standard consuls will often call upon honorary consuls to familiarize and introduce the standard consul within an area where the honorary consul resides.
>
> Many honorary consuls have the same capabilities as standard consuls regarding identification and document legalization. This capability is referred to in the honorary consular community as “powers”. Those with powers legalize documents and provide identification (passport) assistance to the citizens of the sending countries. Honorary consuls without powers will often refer such needs to the nearest consul general of their sending state, or will help citizens obtain Hague apostilles when appropriate.

I dunno. She might be right. Or at least, I don’t think she was being totally rudiculous to suggest the idea.

Googling further. An Honorary Consul appears to get some diplomatic immunity, but only for actions related to her position. And while she certainly isn’t inviolate in the same sense as an actual consul, some stuff related to her post (papers, etc) is.

I can’t find anything about the house of an Honorary Conselor getting any sort of special protection (and I’m sure its not inviolate), but it wouldn’t really surprise me if there was some instances where it would be entitled to some limited privileges.

I think the sketchy thing is that Kelley had the position in the first place, rather then her attempts to use it to keep the press of her lawn.

But if she did have any sort of immunity or inviolability or whatever, that would only apply when she’s in the country that she’s been appointed to (South Korea), right? When she’s in the USA she’s just an ordinary citizen. The USA Ambassador to Russia doesn’t have Diplomatic Immunity when he’s back in the USA.

this honorary status came from some part of the military as a thank you.

She’s S. Korea’s Honorary Counsel to the US, not the other way around.

Seems not uncommon for Honorary Counsel’s to be citizens of the host country. But they’re usually people who have some sort of connection to the country they’re supposed to be counsels for (immigrants from that country, business dealing there, spouse from that country, etc.)

So far as I can tell, Kelley doesn’t have any connection to S. Korea. Hence the suspicion she got one of her General “friends” to pull some strings and get it for her.

I don’t think that’s true. The job has no pay, but you get a fancy ID badge and license plate, and it requires the confirmation from both the country your Counsel for and the US State Dept. Kelley has the plate, and the S. Korean gov’t seems pretty convinced she was appointed through the normal process, so I’d be pretty surprised if the State Dept. didn’t sign off on her at some point.

> [@](#):

Seems likely someone in the US military pulled some strings to get her the “job”. But officially, it has to come from the State Dept.

From the State Department:

> [@](#):
>
> Honorary consuls are American citizens or permanent resident aliens who perform consular services on a part-time basis. Honorary consuls, unlike career consuls, are permitted to carry on another business. These persons have “official acts” immunity only and immunity from the obligation to provide evidence as witnesses only in respect of offi cial acts. They do not enjoy personal inviolability and may be arrested pending trial if circumstances should otherwise warrant. Family members enjoy no immunity or personal inviolability.

What is official acts immunity? To summarize, it means that they can’t be ordered to testify, produce documents, or similar things that relate to the performance of their duties for the sponsoring country. They can be arrested, their personal property is not protected, they have to pay their speeding tickets, and so on. Even real consular officers don’t have the same immunities as actual diplomats.

In short, the claim that she has special priviledges is laughable, except for one narrow area in that police can’t seize any South Korean records she may happen to hold.

If that’s the case, maybe she should put her twin sister to work, as sis is over $3,000,000 in debt, yet apparently still has a taste for the high life.
