That’s a question for the Law Lords, no doubt. My stab at the answer is that they go by historical precedent. ---

There are various bit of legislation lying around from Magna Carta through the Bill of Rights and most recently from the European Union. We have made a half-hearted attempt from time to time to be fair. Most of which subsequently gets superseded. The annoying thing is, it seems to work. ---

And even more confused when I was subsequently informed that it wasn’t entirely written down. Sorta. Just thought I’d mention that wiki has [a good explanation of constitutions in general](http://en.wikipedia.org/wiki/Constitution), including a section on “Uncodified Constitutions”.
