That’s the point. The US state’s law doesn’t apply outside the state, and Mexico law doesn’t recognize expiration of foreign plates. The result is, if you have a US plate in Mexico, it never expires, as long as you keep the vehicle in Mexico. I mean, per law, in Mexico, it literally never, ever expires.
