IIRC, Tales of the Black Freighter will be a separate animated feature on the DVD.
This will still hardly do it justice, given how perfectly synchronized its narrative was with the newsdealer’s holding forth about the state of the world in general. (And other things going on around GWAR-girl as she read the comic.)
The bulk of its significance and relevance to the main narrative will be lost when you take it out of its context.

As I recall, it was just as often the case that someone uttered some unnatural line of dialogue just to force a parallel with the pirate story.
