it was a volunteer firefighter. either it could be a person who works with rail cars, the rail car mover was from a factory, or was someone trained by the railroad on how to move cars in case of emergency because of the rail yard in the town.
the fire department that put out the locomotive fire where the train was parked had training from the railroad on shutting off the engine in cases of emergency.
