I’m going to hazard a guess that the requirement was to ensure the nominee was current on the intricacies of Quebec law (civil code).

Particularly, I wonder what “advocate” means? Is it just because it’s French for lawyer, or does it mean they must have been practicing in courts, not just consulting on a narrow area of law?

I believe it means members of the Barreau du Québec, rather than members of the Chambre des notaires du Québec, which is a different type of lawyer, unique to the civil law system.

Members of the Barreau do not all go to court, but only members of the Barreau go to court. Notaires do not.
