In the past year or two they changed all the addresses for staff reports, so one wouldn’t expect that link to work anyway… But I can’t find it via Google, either. I dunno.
I seem to recall one bishop not giving a dispension for St. Patrick’s Day the one year (it was in some big US city, I can’t remember), and there was a huge uproar about it. I think he eventually back pedalled and gave in.
When we transferred to the new urls, the old urls were still supposed to work. A few seemed to have slipped through the cracks. I’m not sure what happened here, I’ll have someone look into it.
